Public Call

With the publication of the Public Calling Notice, agents from the private sector are invited to express interest in the development of the project's studies.

The Public Call presents all the rules of the procedure and indicates which studies must be carried out by the private agent.

To participate in the study process, interested parties must register through the Digital Partnership Platform (“Access”), within the deadline for registering to request Authorization.

In order to institutionalize the dialogue between public and private entities, as well as conciliate interests for the implementation of projects, market sounding meetings are carried out in a transversal and systematic process.

This procedure serves as a venue for operators, investors, financiers and other qualified parties to contribute towards the dialogue regarding the state’s concession and public-private partnerships projects. As such, individual meetings will be scheduled, in order to understand the main aspects of each project that should be considered, such as the principle risks, barriers to entry, critical points regarding project financing, regulatory restrictions, innovations or technical alternatives.

Moreover, this procedure will serve to evaluate the project’s viability, in addition to the capacity and maturity of the sector under analysis.

The meetings can be held in either English or Portuguese.

  Roadshow Meetings

In order to promote the dissemination of concessions and public-private partnerships projects, whose auction notices have been published, aiming to expand the scope of information and promote the participation of potential interested parties in bidding, roadshows are carried out in a transparent and systematized manner.

The objective is to provide information and detail aspects of the projects, ensuring equal treatment for all interested parties.
